AVOID BEING FOOLED BY COLLEGES IN MALAYSIA!

Well, this was shared by one of my friend in the IPTS.

“Don’t get fooled by fake promises and offers, especially 2016 SPM Leavers and their parents!.

Misleading information such as Bantuan Kementerian Sumber Manusia, Peluang Ke Pengajian Tinggi, Diploma Kerajaan are very viral since the release of SPM results yesterday.

Please verify with the relevant authorities or consultants before making any decision. What you should know before choosing a college? Check for this basic 5 points as listed below!

1. Check whether they are registered with Ministry of Higher Education! There are some irresponsible parties offering diplomas and skills certificate without the approval from MOHE or DSD. There are cases of non genuine courses offered to the public under the name of Professional Diploma and Executive Certificate. So please stay alert folks.

2. Minimum entry requirement for a diploma programme which is accredited by MQA differs depending on the field of the programme. Exp:- Any hospitality related courses requires the candidates to obtain a pass in their SPM with minimum 3 credits. Skills certificates such as SKM requires a minimum age of 16 to enroll. So when it said Diploma, check for this details. If it is stated that minimum age of 16 and 3M as the requirements, it is Skills Certificate programme under the Department of Skills Development.

3. Are the courses fully accredited or still under provisional accreditation? You can check this by simply looking at their course code. Full accreditation will have the alphabet beginning with A*** and Provisional Accreditation will reflect PA at the beginning of the code. What is the meaning? PA is given to any new course that is approved by MQA to be offered in the institution. The college or institution need to be accessed again after 2 years of provisional period by MQA. If MQA feels that the college has met the minimum requirements and programme standard, the college will be given Full Accreditation. It is something like from a ‘P’ to Full driving license process.

4. Know your sponsor or financial assistance providers:-
PTPTN – provide loan for IPTA & IPTS programmes
PTPK – provide loan for JPK programmes

5. Compare the course structure!
Please ensure that relevant subjects are offered in the programme. Evaluate whether the subjects offered are industry based or competent. It is good to have a balance study of 50% theory and 50% practical. Rather that choosing Diploma in Business Management, consider joining Diploma in Baking Science or Diploma in Culinary or Diploma in Entrepreneurship. For an example:-

Course offered at MIB College:

Diploma in Baking Science & Technology. Apart from baking and food related subjects, the students are required to take subjects like Economics, Accounting, Marketing, Human Resource Management, Operations Management, Financial Management, Cost Accounting, Business Maths and many more!

So try putting yourself in the employers shoes and ask yourself. Do you prefer baking graduate or business graduate? Do you prefer students with merely paper based qualification or equipped with some hands on practical skills?

Remember! One of the reason for unemployment is lack of industrial competency of the graduates.

PROSES BAHARU PENDAFTARAN PELATIH 2016 PERSIJILAN KEMAHIRAN MALAYSIA

Salam Sejahtera dan Salam 1 Kemahiran,

Adalah dimaklumkan Jabatan Pembangunan Kemahiran telah memutuskan beberapa perkara berkaitan proses baharu pendaftaran pelatih Persijilan Kemahiran Malaysia seperti maklumat berikut:

1. Pendaftaran pelatih empat (4) kali setahun

1.1. Pendaftaran pelatih hanya dibenarkan dalam tempoh yang telah ditetapkan seperti Jadual 1.

Jadual 1: Penjadualan Pendaftaran Pelatih.

1.2. Kaedah baru ini akan dikuatkuasakan mulai 1 Januari 2017.
1.3. Pusat Bertauliah (PB) perlu memastikan pendaftaran pelatih hanya dibuat sekali dalam tempoh seperti ditetapkan dalam Jadual 1 bagi memastikan nisbah Pegawai Penilai (PP) adalah mencukupi dan memudahkan PB mengatur jadual latihan bagi kumpulan pelatih tersebut.

2. Pendaftaran pelatih dalam tempoh peralihan (sebelum 31 Dis 2016)

2.1. PB hendaklah mengemukakan permohonan pendaftaran pelatih dengan mengemukakan dokumen proses baharu pendaftaran pelatih.
2.2. Sekiranya bilangan pelatih yang hendak didaftarkan melebihi kapasiti sedia ada yang diluluskan, PB perlu mengemukakan dokumen sokongan dan komitmen seperti penjadualan PP, jadual penggunaan bengkel dan peralatan latihan serta kemudahan fizikal bagi pertimbangan Jabatan.
3. Penguatkuasaan Proses Baharu Pendaftaran dan Kapasiti Pelatih

3.1. Mulai 1 Jan 2017, semua PB hanya boleh mendaftarkan pelatih mengikut kapasiti yang telah diluluskan oleh Jabatan.
3.2. Mengikut peruntukan Akta 652, Seksyen 23, Bahagian 23, PB perlu menyediakan personel dan kelengkapan serta kemudahan peralatan yang mencukupi bagi tujuan pelaksanaan latihan kemahiran bagi memenuhi ketetapan jaminan kualiti di bawah Sistem Persijilan Kemahiran Malaysia (SPKM).
3.3. Kapasiti pelatih bermaksud bilangan pelatih yang telah diluluskan oleh JPK berdasarkan kepada dua (2) kriteria utama iaitu keupayaan PB menyediakan bilangan personel Pegawai Penilai (PP) dan kemudahan fizikal/mesin dan kemudahan lain-lain yang mencukupi. Secara prinsipnya, nisbah PP kepada pelatih ialah 1 PP:25 pelatih.
3.4. PB hendaklah memohon kelulusan JPK bagi tujuan penambahan kapasiti terlebih dahulu sebelum pendaftaran dengan mengemukakan maklumat seperti berikut:

i. Surat iringan permohonan;
ii. Borang penambahan kapasiti pelatih [JPK/T/KAPPK/01(P1)]
iii. Maklumat personel pentauliahan;
iv. Kemudahan fizikal; dan
v. Maklumat-maklumat lain yang menyokong permohonan.

3.5. Permohonan penambahan kapasiti pelatih hendaklah dikemukakan ke alamat berikut:

4. Kadar Fi dan Caj bagi permohonan penambahan kapasiti.

Bermula 1 Julai 2016, semua permohonan penambahan kapasiti pelatih dikenakan bayaran RM 200 setiap program melalui pewartaan Peraturan-Peraturan Pembangunan Kemahiran Kebangsaan (Fi Dan Caj) 2016 di Laman Portal Rasmi Jabatan Pembangunan Kemahiran pada 8 Jun 2016.

Budget 2013: Facts & Figures

Skills and Training

65. Moving on to the issue of knowledgeable, creative and innovative human capital, training programmes will be developed to hone new skills in line with future needs of industry in a high-income and developed economy. For this purpose, RM3.7 billion will be allocated in 2013 to train students in technical and vocational fields.

66. Every year about 180,000 students graduate with diplomas and degrees from institutions of higher learning. To assist unemployed graduates, the Government will launch the Graduate Employability Blueprint by end-2012. The Blueprint will focus on strengthening the employability of graduates. In this regard, the Government will establish the Graduate Employability Taskforce with an allocation of RM200 million.

67. The Government has implemented the 1Malaysia Training Scheme Programme, also known as SL1M, to increase employability of graduates through soft skills training and on-the-job-training in private companies through double deduction on expenses incurred by the companies. This incentive is effective from 1 June 2012 until 31 December 2016.

68. The Government will allocate RM440 million to the Skills Development Fund Corporation (PTPK), to provide loans for trainees to undergo skills training. This measure will benefit nearly 40,000 trainees undertaking the Malaysia Skill Certificate Level One to Five. The Government will allocate RM366 million to upgrade as well as purchase equipment for Industrial Training Institutes and National Youth Vocational Institutes (IKBN).

69. In line with the objective to transform the country’s key industries towards high technology, innovation and high income, various skills training programmes will be implemented. Towards this, focus will be given to create a professional and talented workforce in selected industries, including oil and gas, shipping, ICT, creative and biotechnology. In 2013, about 5,000 trainees are expected to enrol in these programmes. Additionally, PETRONAS will utilise IKBN in Pengerang, Johor to train 300 youths for the oil and gas sector by end of 2012 to meet the needs of the RAPID project.

70. The Government is aware of the plight of poor Malaysian Indian students in the estates who do not achieve good results in examination and are unable to find jobs. In line with this, the Government will allocate RM50 million to train 3,200 Malaysian Indian students in the estates to equip them with skills in line with market demand. The training will be conducted by Industrial Training Institutes and colleges under the Dual National Training Scheme.

Comment: Looks good but hope no more big leakages eg equipment that cost RM 1,000 (market price) is invoiced for RM 4-5K that has happened in the past!
