WITH the year fast drawing to a close, Higher ED looks back at the highlights and events that have shaped and influenced the tertiary education space.
This year, Malaysia took great strides to provide inclusivity and quality education to various levels of the society.
Increased pathways were created for access into education at various higher education institutions (HEIs). There was a keen focus on making tertiary education provide graduates with relevant skills and knowledge that would fit both industry demands and society needs as well as push further the pursuit of knowledge.
These were all drawn up via a clear framework stipulated in the Education Minister’s 2019 Mandate that was unveiled in January where four key directions were cited for higher education ― quality, autonomy, collaboration and internationalisation ― that aimed to bring back credibility to universities.
Education Minister Dr Maszlee Malik advocated increasing the visibility of academics’ works and nurturing a discourse culture in universities to solve society’s problems and develop the nation as a means to achieve quality higher education.
Ethics and integrity were given emphasis where university publication should reflect the mastery of academicians and be regarded as universal references.
The quality of research grants should be increased to ensure knowledge transfer and translation of great works.
Maszlee announced that student empowerment woud be emphasised through efforts like the abolition of Section 15(1)(c) of the Universities and University Colleges Act 1971.
Students’ Unions would be established to increase students’ decision-making roles. International Islamic University Malaysia was selected as the first university to be the pioneer.
In preparing students to become society’s troubleshooters, *universities must create collaborations with various parties, such as schools, polytechnics and vocational colleges.
To help local communities, public universities could provide training to improve the quality of the teaching and learning process in schools.
To make Malaysia an international education hub, Maszlee said there must be an increase in international students and local universities must establish more campuses abroad through the satellite university method.
For Technical and Vocational Education and Training (TVET), the ministry would continue to improve its institutional capabilities to be on par with other educational pathways.
A harmonised accreditation system with quality assurance would be established to enable student mobility in TVET institutions.
The quality and delivery of TVET programmes would be increased to improve the skills of graduates through an industry-led approach, removing duplication of programmes and resources, increasing cost effectiveness and expanding TVET funding.
HAPPENINGS in the tertiary education gradually ramped up from early March prior to the release of SPM and STPM results.
Plans on access, wider pathways for furthering education, autonomy and quality education were generally made good on as the year progressed.
The Education Ministry announced special pathways to public universities for four groups, namely, people with disabilities, athletes, Orang Asli and those in the B40 group in early March.
Students from these priority groups do not have to compete with the mainstream group to pursue their tertiary studies.
In line with the ministry’s Education for All concept, this initiative follows in the footsteps of developed countries in prioritising the admission of athletes into varsities.
Some 51,191 students from B40 group benefited from the special routes to public universities and special training institutes, of which 32,282 made it into public universities.
Also in March, Universiti Malaya made history when its campus election became the first in 50 years to be independently run by students.
It is a testament to students’ capability to uphold democracy and be responsible citizens.
The electoral process was organised by the Campus Election Committee 2019 comprising 19 student leaders who were given the mandate by UM’s vice-chancellor last year with full autonomy.
Improvisations were carried out to benefit students such as coalitions were allowed to be formed and contest under one logo.
The election was conducted in the second semester to familiarise new students with the university environment and their student leaders.
PROGRESS ON UEC
Decision on whether to recognise the Unified Examination Certificate (UEC) continues to be a hot issue.
On April 3, Prime Minister Tun Dr Mahathir Mohamad said that only the government could make the decision to recognise the UEC.
The UEC is the unified examination for Independent Chinese Secondary Schools which does not follow the national education system.
The Unified Examination Certificate Task Force, an independent three-man panel appointed by Education Ministry in 2018, updated the NST that it was actively gathering views on this matter from various stakeholders, individuals and entities including associations, political parties, scholars and parents.
As of last month, the task force was reported to be in the midst of finalising the report.
MORE SEATS FOR MATRICULATION
In April, the Education Ministry announced that it was increasing the student intake into the matriculation programme to 40,000 from the present 25,000.
While the quota system, which allocates 90 per cent of seats to Bumiputeras continue to be in place, seats for non-Bumiputeras increased proportionally to 4,000.
Education Minister Dr Maszlee Malik said the system is in line with the matriculation programme’s vision to encourage more Bumiputera’s involvement in the sciences.
HEIGHTENED FOCUS ON TVET
To formulate more relevant policies to implement the TVET agenda according to industry needs, the TVET Empowerment Committee named Maszlee chairperson in May.
Twenty Malaysian universities were featured in the QS World University Rankings 2020 released in June.
Produced by global higher education consultancy Quacquarelli Symonds, the list ranks the world’s top 1000 universities.
In its second consecutive year in the top 100, Universiti Malaya made Malaysia proud by climbing up to the 70th position from 87th globally.
In the 200 rank are Universiti Putra Malaysia ― from 202 to 159; Universiti Kebangsaan Malaysia ― 184 to 160; and Universiti Sains Malaysia ― from 207 to 165.
Universiti Teknologi Malaysia climbed from 228 to 217.
UCSI University went from 481 to 442, the highest for a private university in the country.
According to Quacquarelli Symonds, Malaysia’s progressive performance was due to improving results in two key surveys ― Academic Reputation and Employer Reputation.
However, Malaysian universities’ research impact has room for improvement. Only five of Malaysia’s 20 entrants improved their performance in Quacquarelli Symonds’ Citations per Faculty indicator.
The Education Ministry announced that a new Act would be created to abolish and replace several higher education-related Acts, including the Universities and University Colleges (AUKU) Act 1971 and Private Higher Educational Institutions Act 1996 (Act 555).
According to the ministry, the move was aimed at having a more efficient and sustainable governance and financing structure in efforts to support universities’ academic freedom and autonomy.
Chaired by Maszlee, a meeting was held on June 22 to discuss the policy framework and findings of studies by independent academic researchers.
The abolition of the Acts was in line with the government’s promise to bring back credibility to local universities.
ALTERNATIVE POSTGRAD PATHWAYS
In July, the Malaysian Qualifications Agency revealed that there would soon be alternative pathways to provide opportunities for working adults and undergraduates to have a PhD qualification.
MQA chief executive officer Datuk Dr Rahmah Mohamed said the agency was carrying out an implementation study of the next phase of the Accreditation of Prior Experiential Learning (APEL) programme where work experience could be translated into a masters or doctoral degree, or speed up the process of getting a PhD.
Defined as a systematic process involving identification, documentation and assessment of prior experiential learning, the programme thus far has created access to certificate, diploma, bachelor’s degree and master’s degree study programmes to individuals with working experience but lack or are without proper academic qualifications.
MQA targeted to introduce APEL T-8 and APEL Q next year that would give access to PhD level qualifications. APEL T-8 is an extension of APEL A, which provides higher education opportunities based on a person’s working experience.
APEL Q awards master’s and doctoral level academic qualifications without class attendance.
The purpose of the various initiatives is to ensure there is a growth in the number of postgraduate degree holders, in line with the country’s aspiration of becoming a high-income nation.
In September, the Higher Education department shared that it had instructed all universities to identify and reshape their academic programmes to enhance students’ job opportunities and be in line with industry needs.
This led to a confusion among students currently pursuing certain courses and their parents were particularly anxious about the status of the said programmes that would no longer be offered by public universities in the country.
The then Higher Education department director general Datuk Dr Siti Hamisah Tapsir highlighted that the idea behind the move was essentially to revise strategically and systematically courses currently offered at universities to keep abreast of change and market developments or risk stagnation.
To level up human capital in the country, Finance Minister Lim Guan Eng, when tabling Budget 2020 in Parliament in October, announced an allocation of RM64.1 billion in 2020 for education ― reflecting the government’s commitment to provide quality education at different stages of life for the rakyat.
From the sum, a whopping RM5.9 billion is dedicated to mainstreaming TVET which include, among others, funding to strengthen the synergies between the public and private sectors through increased allocation for State Skills Development Centres and Public Skills Training Institutions as well as expanding pathways for TVET graduates to pursue further studies and secure jobs.
To encourage adult learning, Lim said the Employees Provident Fund will be allowed to facilitate the withdrawal for qualifications attained at certificate level, especially for accredited programmes that are in line with the nation’s IR4.0 aspirations.
The withdrawal scheme will include members’ parents and spouse.
A RM20 million allocation will be made available to be matched by another RM20 million from the Human Resource Development Fund towards having working adults take up professional certification examinations in fields relating to IR4.0.
Emphasis on learning opportunities under MARA and Yayasan Peneraju Pendidikan Bumiputera for low-income and rural bumiputeras through education institutions such as Kolej GIATMARA and Universiti Kuala Lumpur will be continued with an allocation of RM1.3 billion for education institutions under MARA for 2020, with a further RM2 billion allocated for student loans, benefiting 50,000 students. In addition, RM192 million is also allocated for professional certification programmes under Yayasan Peneraju.
To drive economic growth in the digital era, the government encourages the provision of technology scholarships, training and upskilling for digital skills for communities in need through the concept of Digital Social Responsibility (DSR).
DSR is the commitment by businesses to contribute to digital economic development while improving the digital skills of the future workforce.
Enhancing the research and development framework was also cited as a key strategy to drive economic growth in the new economy.
For that, Lim announced that the government will allocate RM30 million for R&D matching grants for collaborations with industry and academia to develop higher value-added downstream use of palm oil, specifically tocotrienol in pharmaceuticals and bio-jet fuel.
“To promote commercialisation of R&D from the public sector, research universities, beginning with UM, will establish a one-stop Innovation Office to transform intellectual property into commercially exploitable opportunities,” said Lim.
In November, the Education Ministry announced the replacement of the science/arts streaming system in upper secondary into a system where students can choose from 89 elective subjects grouped in two packages: STEM (Science, Technology, Engineering and Maths), and Arts and Humanities under the new Secondary Schools’ Standard Curriculum (Upper Secondary) or KSSM Menengah Atas.
This will give students a taste of what they might pursue at tertiary education level and maybe even get a headstart in their desired future careers.
In a briefing, Education Ministry deputy director-general (policies and development) Dr Habibah Abdul Rahim advised students to pick their subjects wisely because it paves the way for their future.
She added that the students can change subjects midway through schooling but noted that it will not be an easy feat because there will be a lot of catching up to do.
The executive URise program (Professional Diploma & Executive Bachelor):
1. Acts as a bridging program to matriculate TVET/SKM/DKM graduates to university. 2. Provides an opportunity for TVET/SKM/DKM graduates to enhance career, especially to managerial position with better leadership skills. 3. Elevates social status of TVET/SKM/DKM graduates and experienced skills personnels.
Untuk masuk KV, pastikan pelajar tu BETUL2 minat dan betul2 rajin. Bukan ikut kawan.
Di KV, ramai pelajar yg kecundang tengah jalan sebab tak minat dan tak rajin. Sebab:
1. Bila tak minat, jadi malas. 2. Bila malas, kerja x siap dan bertangguh, serta tak boleh nak catch up. 3. Bila kerja x siap, markah PB (Pentaksiran Berterusan, 70% utk matapelajaran vokasional, 30% utk matapelajaran akademik) rendah. Bila tak mencapai tahap minimum, gagal PB. Gagal PB, sia2 je dtg exam akhir, sebab pointer akan gagal jugak.
Pelajar KV bukan automatik dapat diploma. Diorg kena lalui 2 tahun sebagai pelajar SVM (pradiploma atau pelajar sijil), bila lulus dengan minimum 3 kredit (2 kredit Vokasional, 1 kredit lg lulus BM setara SPM), baru ditawarkan ke peringkat DVM (Diploma).
Itu pun, bergantung pada prasyarat program. Ada program yg pelajar wajib lulus Matematik, ada yg wajib lulus BI, baru ditawarkan ke DVM. Da diorg wajib lulus satu kursus khas bernama Core Abilities (CA).
Bermakna utk layak ke DVM, wajib: Lulus matapelajaran vokasional minimum 2 sem (1 sem = 1 kredit) Lulus BM setara SPM Lulus CA Pointer minimum 2.67 Vokasional n 2.00 akademik.
Utk yg nak tau ttg sistem pembelajaran di KV, ok begini.
Pelajar sijil wajib menghadiri sesi PDPC dari jam 8-5 (rehat jam 1), manakala pelajar diploma, jadualnya agak relax kebanyakannya paling lewat akan habis kelas jam 4. Tp ni pun bergantung pada program. Sb setiap program, tak sama jam kredit. Pelajar masih ambil matapelajaran akademik:
Untuk SVM: BM (setara SPM) Sejarah (setara SPM) BI Maths (Teknologi atau Sosial, bergantung pada program) Sains (Teknologi atau Sosial, bergantung pada program) Agama/Moral PJ Core Abilities (mcm pelajar SKM di ILP)
Untuk DVM: Pengajian Am Bahasa Komunikasi (Arab/Mandarin) Matematik (bergantung pada program) Sains (bergantung pada program) BI Dan beberapa matapelajaran lg bergantung pada program yg diambil.
Tapi kena tahu juga, yg SEMUA pelajar DIWAJIBKAN untuk terlibat dlm SEMUA aktiviti kolej, tanpa mengira SVM atau DVM. Yuran PIBG, dan asrama pun tiada perbezaan utk pelajar SVM atau DVM.
Kurikulum di KV tak sama dengan SMK. Kami tak guna buku teks sekolah, melainkan BM n Sejarah. Contohnya Akaun, pelajar bukan diajar prisip, tp pelajar terus didedahkan dgn cara utk buat kitaran perakaunan terus. Daripada proses kutip dokumen (pelajar akan pegang dokumen), pemfailan, hinggalah tutup akaun. Dan di peringkat diploma, pelajar akan belajar cara mengaudit akaun yg diorg dh buat tu.
Pelajar KV jugak kena sangat2 rajin. Sebab mcm sy sebut kat atas, diorg ada PB. PB ni diuji dlm kelas, amali n teori. Soalan2 yg digubal dipantau oleh pegawai dari Lembaga Peperiksaan sendiri dari semasa ke semasa. Jd tiada alasan kata KV tak diiktiraf. Pelajar yg kerap tak hadir, akan ketinggalan banyak benda, terutamanya ujian PB. Bila tertinggal, maka gagallah dia.
DVM pulak, syarat2 mcm dekat UA applied di sini. Cthnya kehadiran minimum 80%. Lulus LI. Dan sebagainya.
Selain dari tu, kena tau juga, walaupun pelajar KV dah boleh masuk IPTA, tp sasaran KV adalah utk menghasilkan 70% graduan BEKERJA, bukan utk sambung degree terus. Kalau nak sambung study, kami akan sarankan pelajar utk sambung SKM 4 n 5 berbanding degree, sebab degree lebih kepada teori, berbanding SKM, kurikulumnya lebih sepadan dengan pelajar KV.
Pelajar KV TIADA SPM. Tapi mereka WAJIB ambil BM dan Sejarah Setara SPM yg mana, dua subjek ni boleh digunapakai utk pelajar KV memohon utk bekerja dlm sektor awam menggantikan SPM (ada pekelilingnya). Yg ni, pelajar KV ramai ambil mudah. Sangat ramai pelajar KV gagal dlm dua matapelajaran ni, secara tak langsung, menggagalkan mereka dari sambung ke peringkat DVM jugak.
Tp untuk makluman jugak, SEMUA soalan Penilaian Akhir (final exam) yg diadakan pada setiap hujung semester, adalah dikelola oleh Lembaga Peperiksaan sendiri. Penggubal soalan dan Pemeriksa adalah yg pegawai dilantik oleh LP. Bukan cikgu sendiri yg buat soalan. Even result pelajar pun dikeluarkan oleh LP. Bukan bawah kolej. Yg menentukan pelajar lulus atau gagal, layak ke peringkat DVM pun, LP. Kolej tiada kuasa dlm bab ni.

Jika betul anda bersijilkan DKM/DLKM/DVM dan masih tak diterima UA sebab tiada SPM dan masih ingin mendapatkan ijazah (bidang pengurusan industri) dari IPTS (Universiti Swasta di KL), sila isi borang tunjuk minat ini.
KUALA LUMPUR: Universiti Tun Abdul Razak (Unirazak) is looking to offer new programmes to cater for the needs of the Industrial Revolution 4.0 (4IR).
Vice-Chancellor Professor Datin Dr Samsinar Md Sidin said it would introduce the new programmes to ensure that students were prepared for the industry’s demands.
She hoped that Unirazak would be the first private university to cater for the 4IR.
“We will offer programmes that prepare our graduates to be a future-ready generation, hence we are looking not just within Malaysia but also to what is happening around the world.
“It is not just about programmes, but also the teaching and learning techniques, as well as skills.
“In order to achieve that, we have to be dynamic in terms of how we do things and I hope Unirazak would be able to do that for their students, as well as for the nation,” she said at the university’s 19th convocation here.
A total of 215 graduates from faculties of Bank Rakyat School of Business and Entrepreneurship, Tun Abdul Razak School of Government and Graduate School of Business received their graduation scrolls.
The ceremony was officiated by Chancellor Tun Ahmad Sarji Abdul Hamid, who presented the scrolls to the graduates.
When asked if the university was prepared to embrace the Science, Technology, Engineering, Arts and Mathematics programme, Samsinar said Unirazak was working closely with industries to obtain new content to include in its curriculum.
“We want these industry experts to come and teach our students as they are willing to learn beyond their programmes.”
Ahmad Sarji, in his speech, said the Fourth Industrial Revolution had been changing the world. He said Artificial intelligence, robotics, Big Data and the Internet of Things would collectively impact jobs and industries in the future.
“Unirazak has developed an Education 4.0 experience for students through the Unirazak Online Experience, better known as UROX, that rides on the Canvas System.
“This was introduced this year to all students and faculty members with the objective to expand teaching and learning at the university,” he said.

KUALA LUMPUR: The negative perception that Technical and Vocational Education and Training (TVET) is a second choice for weak students compared to conventional academic field should be eliminated by parents, said Deputy Human Resources Minister, Datuk Mahfuz Omar (pix).
He said parents should place more confidence and support on their children taking TVET as this field is capable of producing the local manpower needed by the industry and nation to face Industrial Revolution 4.0 (IR4.0).
“The move is seen as giving confidence to the people in TVET,” he told a question and answer session at Dewan Rakyat here today.
Mahfuz was replying to a supplementary question by Datuk Seri Ismail Abd Muttalib (BN-Maran) on the statistics of TVET student intake which is still low compared to developed countries such as Germany, Holland and Australia and wanted to know what are the measures taken towards empowering the field.
To empower TVET, Mahfuz said via a 2025 plan under the National Skills Development Council which involved six ministries, his ministry is also focusing on TVET Tahfiz programme as the first step to extend skills training to young Tahfiz students.
“We want to ensure Tahfiz students also have a future to enter the employment sector,” he said.
Mahfuz said he had held a meeting with Kedah State Islamic Religious Council recently which was attended by 70 Tahfiz centre representatives to discuss the government’s plan for Tahfiz TVET

Timbalan Ketua Setiausaha Perancangan Strategik Kementerian Pendidikan, Datuk Kamel Mohamad, berkata program itu merealisasikan agenda pendidikan teknikal dan latihan vokasional (TVET) di negara ini.
“Menerusi inisiatif pemerkasaan TVET ini, graduan DVM, DKM dan DLKM berpeluang untuk melebarkan lagi kemahiran dan pengetahuan mereka.
“Semua penuntut universiti yang mengambil program ini hendaklah turut berusaha mengangkat martabat TVET sebagai aliran pendidikan perdana dengan cara menyumbang kepakaran dan menjadi penyelesai masalah kepada masyarakat apabila tamat pengajian kelak,” katanya.
Beliau berkata demikian pada Majlis Pelancaran Jerayawara dan Promosi Ijazah Sarjana Muda Teknologi di Universiti Tun Hussein Onn Malaysia (UTHM) baru-baru ini.
Yang turut hadir, Naib Canselor UTHM, Prof Datuk Dr Wahid Razzaly dan Timbalan Naib Canselor (Akademik dan Antarabangsa) UTHM merangkap Pengerusi Jawatankuasa Program Ijazah Sarjana Muda Teknologi MTUN, Prof Dr Ismail Abdul Rahman.
Program pengajian baharu itu yang mendapat pengiktirafan Agensi Kelayakan Malaysia (MQA) dan pensijilan badan profesional Lembaga Teknologis Malaysia (MBOT) ini membabitkan 10 jurusan yang menawarkan program berasaskan teknologi.
Antaranya ialah bidang penyejukan dan penyamanan udara, kimpalan, pemesinan, pembinaan bangunan, perkhidmatan makanan, minyak dan gas, penyelenggaraan sistem elektrik, sistem automasi elektronik, automotif serta keselamatan dan kesihatan pekerjaan.
Semua program ini akan mula mengambil pelajar pada September 2020.
Bagi memperkenal program baharu ini, MTUN merancang untuk menjalankan promosi, menyebar luas dan mengukuhkan kerjasama industri sama ada di dalam atau luar negara.
Jerayawara ini juga bertujuan mempromosikan laluan bagi graduan kemahiran di Malaysia ke peringkat universiti menerusi kerjasama MTUN dan pada masa sama memperkenalkan program pengajian tinggi itu kepada wakil institut latihan kemahiran awam dan swasta dan wakil industri.
Selain UTHM, universiti awam yang menganggotai MTUN ialah i Malaysia Perlis (UniMAP), Universiti Teknikal Malaysia Melaka (UTeM) dan Universiti Malaysia Pahang (UMP).
Komen: Selain bidang teknikal, graduan TVET dengan SKM2, SKM3 ataupun DKM juga boleh bakal dapat ijazah pengurusan industri dalam masa yang singkat (9 bulan) dengan program URise yang ditawarkan oleh Universiti Tun Abdul Razak, KL bersama ISE Education Sdn Bhd. Program ini direka khas untuk graduan TVET, jadi jangan bimbang ia terlalu akademik & susah. KUANTAN: The sky is the limit for Universiti Malaysia Pahang (UMP). Ranked among the top 800 best universities in the world based on the QS World University Rankings (WUR) 2020, UMP is aiming to become a leader in Technical and Vocational Education and Training (TVET) in the country.
Last year, it emerged as the first local technical and non-research university to receive the prestigious QS 5-star overall rating award.
UMP Vice-Chancellor Professor Dr Wan Azhar Wan Yusoff said the university had become a platform to produce a well-trained technical workforce with skills that catered to the future.
This was attributed to the varsity being part of the Malaysian Technical University Network (MTUN) alongside Universiti Tun Hussein Onn Malaysia, Universiti Teknikal Malaysia Melaka and Universiti Malaysia Perlis.
“UMP is strengthening its high-end TVET and moving forward to emerge as the pinnacle for TVET education. We are moving towards producing a home-grown workforce that caters to the challenges of the Fourth Industrial Revolution,” he said.
“One is not required to be smart, but skilful and multitalented. It is about learning specific skills through repetitive practice on different equipment, machines or systems.
“We want the public, especially parents, to give importance to TVET as some view it as a back-up option for their children. MTUN helps graduates to become more capable at sophisticated tasks, which will be required for the future job market.”
Wan Azhar said UMP would be offering a Bachelor of Engineering Technology (Railway Maintenance) programme to cater to the burgeoning sector.
“As long as there are trains in the country, we will require railway maintenance technologists. We cannot remove these railway infrastructures, so we have to produce a skilled workforce for this sector.”
In a move to bring out the best of TVET, UMP will carry out a minor restructuring exercise in its campuses in Gambang and Pekan next year.
Wan Azhar said the Gambang campus would be renamed the UMP College of Engineering and College of Management and Humanities, while the Pekan campus would be renamed the College of Engineering Technology and College of Computing and Science.
“We have equipment and facilities in Pekan, and this allows our students to be hands-on when it comes to TVET. UMP Pekan will serve as a technology campus and this is part of our efforts to achieve our goals in TVET.”
UMP graduates are able to secure employment with companies that have business links with Germany following an academic collaboration for a postgraduate degree in mechanical engineering and automotive engineering with the Karlsruhe University of Applied Sciences (HsKA).
UMP Chancellor Yang di-Pertuan Agong Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah will be presenting the scrolls to graduates at the 14th UMP convocation today.
A total of 3,778 graduates will receive their scrolls during the two-day ceremony.
The event will be historic as Tan Sri Dr Abi Musa Asaari Mohamed Nor will be proclaimed as UMP’s pro-chancellor, while HeiTech Padu Bhd executive chairman Datuk Seri Mohd Hilmey Mohd Taib will receive an Honorary Doctorate of Philosophy in Information Technology.
KUCHING: Sarawakians do not have high regard for Technical and Vocational Education and Training (TVET) qualifications, a state minister said today.
State Education, Science and Technological Research Minister Michael Manyin said TVET training and qualifications were looked down upon by parents as being inferior to academic qualifications.
School leavers also did not place much value on TVET training, he said during the closing ceremony of Worldskill Malaysia Sarawak 2019.
“Every year, Sarawak has between 35,000 and 38,000 school leavers with SPM qualifications and of these only about 20,000 to 25,000 further their studies in tertiary institutions or do skills training in TVET institutions.
“Between 10,000 and 15,000 of these SPM school leavers do not undertake any further studies or training and enter directly into the job market often doing jobs that pay low wages and have little prospect for advancement,” he said.
Therefore, he said, it was the state education, science and technological research ministry’s main agenda to promote TVET and skills training as an equally attractive career development pathway.
Among the initiatives taken were through the Sarawak career and training fair, TVET symposium and TVET camps.
Another key programme by his ministry to raise the status of TVET was through the Worldskill Malaysia Sarawak competition, which is organised once in two years, he said.
The Worldskill Malaysia Sarawak was held to recognise and acknowledge the skills and competencies of Sarawak’s youths and to raise awareness about the value of vocational education and training as well as careers for those with skills training.
Comment: Well, not only Sarawakians look down on TVET, it’s the society in general, not limited to Malaysia but other developing countries as well. Not easy to change the social stigma of the public as it’s been drilled in most parents mind that TVET is only for dropouts & those who are academically poor. And perhaps some jobs are deemed to be 3D (dangerous, dirty & difficult) (eg motor mechanics, underwater welding, electrician, construction worker etc).
But with so many academic graduates coming out jobless & statistics showing that TVET graduates are highly employable (>90%), don’t you think that you as either parents or students should give TVET courses & jobs a second look or maybe even the 1st choice, if your interest is, in baking, sewing, woodworking, repairing cars etc?
And now TVET graduates are given the opportunity to even further study to university level with the offering of Bachelor of Technology programs by members of Malaysian Technical University Network (MTUN) or management related degrees to enable TVET/skill graduates to graduate into management level. Don’t you agree that if you have hard (technical) & soft (management, communication, entrepreneurship) skills, you would be even better that those academic graduates who are mainly only good in non-technical skills?
Technical and Vocational Education and Training (TVET) diploma holders can now pursue their studies in a new bachelor’s degree programme at four universities under the Malaysian Technical University Network (MTUN).
The Bachelor of Technology (Hons) Degree in Industrial Electronic Automation was introduced at the Letter of Intent (LoI) signing ceremony between Siemens Malaysia and MTUN — Universiti Malaysia Perlis (UniMAP), Universiti Tun Hussein Onn Malaysia (UTHM), Universiti Teknikal Malaysia Melaka (UTeM) and Universiti Malaysia Pahang (UMP) recently.
The LoI is a precursor to the Memorandum of Understanding (MoU) that will be signed later in October.
UniMAP deputy vice-chancellor (Academic and International) Professor Dr Rezuwan Kamaruddin said that the degree programme will provide a path for TVET diploma holders to gain higher academic recognition.
“This is also a platform to produce a highly competent workforce and enhance the students’ skill sets in the future,” he said.ADVERTISING
Siemens Malaysia senior vice president and head of digital industries Adam Yee said that the new degree aims to produce fresh graduates specialised in the roles of system integration.
“It is a truly one-of-a-kind industry-academia collaboration in which the graduates will not only receive their Honours degree certificates but also a professional training qualification from Siemens, which will greatly aid in employment opportunities and careers within different organisations and the industry.
“We will ensure that the resources and training provided are fully sufficient and sustainable so that the universities can do their best in the course delivery,” he said.
According to Yee, in order for the industry to support education, the cooperation with partners in the education sector is highly essential.
“The road to Industry 4.0 is only possible with digitalisation and for that, this requires quality education that is industry-adaptive and skilled human resource.
“In fact, this Bachelor’s degree course is an extension of yet another initiative from our original SITRAIN – Digital Industry Academy programme, which was first launched in 2012 when we realise the need to customise training in order to address existing skills gap between the system integrator and end users.
“Being a strong supporter of TVET as a mandatory criterion in the industry infrastructure, we have also established our Siemens Innovative and Resources Training Centre (SIRTC) which encompasses several labs that have been developed for the Industrial Revolution 4.0,” he added.
The degree programme will see Siemens’ Total Integrated Automation modules being taught across different disciplines as the syllabus has been co-developed between Siemens Malaysia and the universities.
UTHM deputy vice-chancellor (Academic and International) Professor Dr Ismail Abdul Rahman said that there will also be a two-way Training of Trainers to further reinforce the curriculum.
“Siemens will help to train our lecturer in terms of practical knowledge. At the same time, our lecturers will also provide trainings for Siemens in pedagogical area to ease the process of teaching and learning,” he continued.
UniMAP Faculty of Engineering Technology (Electronic Department) lecturer Ahmad Nasir Che Rosli who has been involved in jointly devising and curating this new programme said this collaboration will open up opportunities for the MTUN students to undergo Industrial Attachment with Siemens partners and customers.
“The involvement of industries in developing the curriculum has been very encouraging. We will have a series of workshop and meeting be it at MTUN level or the university level itself,” he said.
Also present at the LoI signing ceremony were representatives from MTUN.
UniMAP and UTHM will be welcoming their new intake of students for this programme on September 1 while UTeM and UMP will follow thereafter.
